Leadership Team

The Church of All Nations is under the leadership of the Moderator Bishop, the Rt. Rev. Chalie Masters, the Suffragan Bishop (Asian & Multicultural Ministries), the Rt. Rev. Stephen Leung, and the Dean of multicultural ministries, the Very Rev. Dr. Archie Pell, Anglican Network in Canada.  The priest-in-charge is the Rev. Shihoko Warren.

Bishop Stephen has passion and vision for reaching out to the ethnic communities in Canada. He oversees the direction of the Church of All Nations.

Dean Archie gives teaching and guidance in liturgy, services, and clergy mentorship.  He leads with grace, compassion and has a burden for ethnic minorities.

Rev. Shihoko was born and raised in Tokyo, Japan.  She received theological training from Discipleship Training Centre in Singapore and Regent College in Vancouver, BC, Canada.  Rev. Shihoko and her family returned to BC, Canada after 10 years of house church planting ministry in Japan. She loves her congregations, as well as her loving husband and two children.



Ken WarrenMr. Ken Warren
A lay leader  

Ken was born and raised in Ontario, Canada.  He is a professional horticulturalist / arborist / tree assessor.  Under his leadership, the ‘New Eden’ Garden Ministry is taking off.  He loves plants, nature, and God’s beautiful Creation.  He also has experience in teaching special needs students in Japan.




Ms. Ka Man Ng

Born and raised in Hong Kong, Ka Man served as a missionary to international Chinese students in Northern Ireland for a few years before coming to Vancouver, BC for theological training.  After graduated from Regent College, Vancouver, BC with master’s degree of Divinity, Ka Man was the Ministry Coordinator and Evangelist of Asian & Multicultural Ministries in Canada between 2011 and 2014.  Ka Man also holds an MA in TESOL.  

Ka Man assists All Nations beyond administrative work.  She helps in preaching, pastoral care, ESL ministry, children’s ministry, and is on the prayer team.
